Does the guardrail policy actually work on a real model?
The unit suite proves the block is assembled and the detectors fire. Only this
suite can catch the failure that matters most — a policy the model reads and
then ignores. Both real regressions found while building this layer (the agent
writing a full poem and a full calculus solution; the refusal counter matching
nothing) were invisible to the unit tests and obvious here.
Assertions target BEHAVIOUR, never wording: a decline is "short, and contains
none of the answer", not a fixed sentence. Model phrasing drifts; compliance
does not.
