Shared chrome for the public help center (list page + article page): head/meta,
all CSS, header, contact CTA, footer, and the chat-widget embed. Pages fill the
`hero`, `body` and `page_scripts` blocks.
Every org/FAQ value is escaped by Jinja2 autoescaping. The ONE exception is the
article body, which is pre-sanitized to an HTML allowlist by
app.services.help_center_content and rendered with `| safe`; never mark any other
org content safe. Colors: only `--brand`/`--brand-ink` come from the server
(validated hex); every other tone is derived in CSS via color-mix.
